EXPLANATORY NOTES
This bill establishes elections for the position of Prime Minister and Leader of the Opposition.

A
BILL
TO


establish and regulate Prime Minister elections; and for connected purposes.

BE IT ENACTED by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1     Prime Minister Elections

  1. The Prime Minister shall be elected by the employees of the United Kingdom every four (4) months.
  2. The first phase of the election shall be the nomination stage, which shall last one (1) week, which shall be open for candidates from the membership of the House of Commons;
    1. A total of ten (10) supporters, who can only support one nomination, is required to launch a nomination and to appear on the election ballot.
  3. The second phase of the election shall be the primary election stage, which shall—
    1. be a ranked choice vote, lasting two (2) days, which shall take place if there are three (3) or more candidates for Prime Minister;
      1. If there are only two (2) nominated candidates, the election shall proceed to the final phase of the election.
      2. If there is only (1) nominated candidate, the election shall take place by acclamation, and the candidate shall be commissioned by the Head of State to become Prime Minister and form The Majesty’s Government in accordance with statute law, and the incumbent Leader of the Opposition shall remain in their position.
    2. eliminate the candidates achieving the lowest result, leaving only two (2) candidates.
  4. The final phase in the election shall be the general election stage, which shall—
    1. be a first past the post vote, lasting three (3) days, which shall take place with two (2) candidates for Prime Minister;
      1. The candidate receiving the most votes shall be commissioned by the Head of State to become Prime Minister and form The Majesty’s Government in accordance with statute law.
      2. The runner-up with second-most votes shall be appointed Leader of the Opposition and shall form The Majesty’s Most Loyal Opposition in accordance with statute law.

2     Contingencies

  1. If the Prime Minister resigns or otherwise leaves office, the Deputy Prime Minister shall exercise the powers and duties of the Prime Minister and a new election for Prime Minister must be held within two (2) weeks.
    1. If the Prime Minister goes on leave of absence, the powers and duties of the office shall be exercised by the Deputy Prime Minister, and if said position is vacant or on leave of absence, the First Secretary of State shall exercise the powers and duties of the office.
  2. If the Leader of the Opposition resigns or otherwise leaves office, the Deputy Leader of the Opposition shall be appointed Leader of the Opposition and shall form The Majesty’s Most Loyal Opposition in accordance with statute law.
    1. If the Leader of the Opposition goes on leave of absence, the powers and duties of the office shall be exercised by the Deputy Leader of the Opposition, and if said position is vacant or on leave of absence, the Shadow Secretary of State as determined by the Leader of the Opposition shall assume the powers and duties of the office.

3     Motions of No Confidence

  1. The Prime Minister may be removed from office via a successful motion of no confidence.
  2. Motions of no confidence shall be initiated by the Leader of the Opposition, upon the receipt of letters of no confidence from forty percent (40%) or more.
    1. Only members of Parliament may send letters of no confidence, which shall include a reason for their lost confidence in the Prime Minister.
    2. The Leader of the Opposition may not divulge the authors or the content of the letters received nor the amount of letters received until the threshold has been reached.
  3. Motions of no confidence shall be put up for vote by the Leader of the Opposition, and the vote shall last forty-eight (48) hours.
    1. The motion shall require a sixty-five percent (65%) majority for passage, and upon passage the Prime Minister shall be removed from office; if the motion fails, nothing shall happen.
    2. The motion shall be voted on by all employees.

4     Electoral Rights

  1. Every employee of the United Kingdom shall have the right—
    1. to stand for election without facing repercussions or persecution;
      1. Employees may only stand for election if they hold an iC-designation of six (6) or higher and have been employed for at least thirty (30) days.
    2. to vote in elections without facing repercussions for their vote;
      1. Only employees of the United Kingdom who have been employed for thirty (30) days or more may vote in elections.
