EXPLANATORY NOTES
This bill establishes employment regulations and basic rules for employees.

BILL
TO


establish rules and regulations for employment at the United Kingdom, the acquirement thereof and discharge therefrom; and for connected purposes.

BE IT ENACTED by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1     Employment at the United Kingdom

  1. Any person may be employed in a branch at the United Kingdom, if they—
    1. have passed the ECATs as determined by the Home Office; and
    2. currently hold the Low Rank position of Sergeant or higher; and
    3. have served more than forty-eight (48) consecutive hours as a Low Rank; and
      1. If a person has been dismissed or retired in the past two (2) weeks, the requirement of hours served shall be seventy-four (74).
    4. have passed any additional ECATs required by the branch, as determined by that branch’s leadership and passed the branch interview and or are on the branch’s waiting list; and
    5. have successfully petitioned their return, if they were previously dismissed.
  2. Any person may also be employed in a branch at the United Kingdom, if they—
    1. have passed the branch interview or are on the branch waiting list; and
    2. are a member of any of the following habbo groups:
      1. “[UK] - Veteran ID” owned by Terrorization;
      2. “[WH] - Veteran ID” owned by WHRC;
      3. “[WH] - Veteran ID” owned by Financier;
  3. Any person who is formerly employed in the United Kingdom may be reinstated by application to the Home Office.
    1. Reinstatements shall exempt individuals from the employment requirements as laid out in subsection (1)(a–d) of this Section, but shall nonetheless be subject to an interview for the branch if they have no previous employment history in said branch.
  4. Any person who is employed in the United Kingdom shall be viewed as having an employment contract.

2     The Code of Conduct

  1. There shall be a code of conduct which shall apply to everyone in United Kingdom rooms and employees and low ranks of the United Kingdom:
    1. Employees and low ranks must display their official motto.
    2. Everyone must follow the Habbo way.
    3. Employees and low ranks must display their Habbo profile and last login time.
    4. Employees must log into habbo.com every seven (7) days.
      1. Employees in breach of this paragraph may be summarily dismissed by their respective branch leadership, the Home Office or the Cabinet Office.
    5. Employees must achieve their weekly quota.
    6. Employees must attend their weekly branch meeting.
    7. No one must request room rights, badge admins, wired codes or promotions.
    8. No one must use avatar effects.
    9. No one must dance.
    10. No one must use the ":jump", ":moonwalk", "​​:habnam" or ":YYXXABXA" commands.
    11. No one must use colored or clip-art bubbles.
  2. Subsection (1)(c–e) of this section shall be excused by an active Leave of Absence.
  3. Subsection (1)(d–e) of this section may be individually excused by the branch leader of the respective employee on a case-by-case basis.
  4. Subsection (1)(d–g) of this section may be individually excused by members of the Cabinet Office or members of the Department for Media and Sport with the Prime Minister’s consent during events, or may be waived for a specified amount of time by the Prime Minister via order.

3     Authority to employ

  1. The authority to employ people to the United Kingdom shall be granted to—
    1. the respective branch leadership to employ into their respective branch;
    2. the Ministry of Justice and Attorney General’s Office to employ into the Judiciary;
    3. the Home Office to employ into Parliament, the Judiciary and the Security Service.
  2. Branch leaderships shall determine the interview process for their branches.

4     Motto Regulations

  1. Official mottos for employees at the United Kingdom shall consist of the format “[UK] (prefix) (position) (MP) [(number)iC/iL] (post-nominal) (strikes)”, where—
    1. (prefix), if applicable and wanted, shall be the abbreviation of the honourable prefix, as described in Schedule 1 of the Peerage and Honours Act 2024, held by the employee;
    2. (position) shall be replaced with the employee’s position;
    3. (MP) shall be replaced with “, MP” if the person is a member of Parliament;
      1. This shall not apply if the person holds no additional positions or is the Prime Minister or Leader of the Opposition.
    4. (number) shall be replaced with the employee’s iC-designation or iL-designation;
    5. (post-nominal), if applicable and wanted, shall be replaced by the post-nominals, as described in Schedule 1, Section 1 of the Peerage and Honours Act 2024, attained by the employee which is ranked highest;
    6. (strikes), if applicable, shall be replaced by the number of active strikes the employee has, and shall be displayed as ”x(number)”, with (number) replacing the number of strikes the employee has;
  2. Official mottos for low ranks at the United Kingdom shall consist of the format “[UK] (rank) [(promo-tag)]”, where—
    1. (rank) shall be replaced with the low rank’s rank;
    2. (promo-tag) shall be replaced with the promotion tag of the employee who last promoted said low rank;

5     Leaves of Absence

  1. Employees at the United Kingdom shall be entitled to Leaves of Absence in accordance with this section.
  2. Leaves of Absence shall be requested to the Home Office through the website.
    1. Branch leaders must submit requests for leave to the Prime Minister, and the Prime Minister and the Deputy Prime Minister must submit requests for leave to the branch leader of the executive.
  3. Leaves of Absence must be requested at least twenty-four (24) hours before it starts, and must contain the start date, end date and a justification
    1. Employees may only go on Leave of Absence for a total of thirty-one (31) days within a sixty (60) day period, and a Leave of Absence must last between three (3) to thirty-one (31) days.
    2. The twenty-four (24) hour requirement may be waived in cases of emergency, at the discretion of the Home Office.
  4. Requests for Leaves of Absence can only be accepted or denied by a member of the Home Office, and may only be denied if they do not follow the regulations set out in this section.
    1. The Home Office shall let the relevant branch leadership of the person requesting a leave know of said leave if it is accepted.
  5. Each branch leadership shall establish an emergency tasking policy, which shall determine which position shall exercise the duties and fulfill the tasks of a position if the person holding it is on leave or if the position is vacant.
    1. Said policy may not contradict statute law where 
  6. If a Minister of the Crown in charge of a ministerial department goes on leave, this must be reported to Parliament by said Minister of the Crown before the commencement of said leave.
    1. In cases of emergency, said leave shall be reported to Parliament by the deputy of said Minister of the Crown or, in unavailability of the deputy, by a member of the Cabinet Office.

6     Promotions

  1. Any employee with an iC-designation of nine (9) and above may be promoted by any employee with an iC-designation of seven (7) and above of the same branch, provided that the promoting employee holds a higher iC-designation than the promotee, that the branch leader has approved the promotion and that the employee being promoted has passed the ECAT relating to background checks.
    1. Branch leaders may establish custom promotion policies with extended authorizations within the constraints of this subsection.
    2. Being promoted into another branch shall not be considered a promotion under this section, and shall be regulated under section 10 of this Act.
  2. Promotions of Low Ranks shall be outlined in the Section 5 of the Home Affairs Act 2024.

7     Resignations

  1. Employees of the United Kingdom shall be entitled to end their employment in the United Kingdom by way of resignations in accordance with this section.
  2. Employees wanting to resign their employment must inform the Home Office or their branch leader of their intent to resign before said resignation can take effect.
    1. If an employee leaves employment in the United Kingdom without the proper resignation process, it shall count as a dismissal.

8     Strikes

  1. Any employee and low rank of the United Kingdom may striked for breaching statute law.
    1. Strikes may be issued by employees whose iC-designation is seven (7) or higher to employees of lower iC-designation or low ranks, or members of the Security Service whose iC-designation is nine (9) or eight (8) to low ranks.
    2. Strikes may be issued only after a warning has been given, unless a member of branch leadership whose iC-designation is six (6) or higher forgoes this when striking a member of their own branch.
    3. Strikes must be logged by the person issuing the strike on the website.
  2. Strikes shall last for two (2) weeks, unless removed earlier by the person who issued the strike, and the time shall be frozen for employees on leave of absence.
  3. The maximum number of active strikes an employee or low rank may have is three (3), and the employee who issues the third strike may choose to dismiss the person being striked.
    1. If a fourth strike is given, the employee who issues the strike must fire the employee or low rank in question.

9     Dismissals and Demotions

  1. The United Kingdom shall be entitled to end the employment of employees of the United Kingdom by way of dismissal in accordance with this section.
  2. No employee shall be dismissed from, or demoted in, their branch without just cause.
    1. Under this subsection "just cause" shall be defined as a violation of statute law or failure to execute duties of the position.
  3. Branch leadership shall reserve the right to fire and demote within their respective branches, but no demotion or dismissal shall take place without the authorization of the branch leader.
    1. Individuals reserve the right to appeal their dismissal or demotion at the Supreme Court.
  4. Former employees who have been dismissed must petition the Supreme Court in order to return, which shall be heard in a manner consistent with Section 4 of the Justice Act 2024, and if authorized shall allow them to be reemployed, and if declined shall not allow them to be reemployed.
    1. Petitioning the Supreme Court to return shall only be necessary once after a dismissal, but the procedure must be repeated every time a person has been dismissed.
  5. Notwithstanding any provision of this section, the Prime Minister reserves the right to dismiss or demote any Minister of the Crown or branch leader.
  6. Notwithstanding any provision of this section, the Prime Minister, Deputy Prime Minister, the First Secretary of State and Secretary of State for Defence may immediately dismiss any employee whose iC-designation is below their own, where there is notable concern for the safety of either, or both, the employees or the United Kingdom as a whole.
    1. “notable concern” shall mean that the risk posed by the employee being dismissed can be proven to possibly, or did, affect the welfare of any other employee, or the integrity of the United Kingdom.

10     Reinstatements and Transfers

  1. The United Kingdom shall accept reinstatements from former employees who have resigned from employment.
    1. The Home Office shall oversee this process in conjunction with the branch leader and branch leadership of the branch which the former employee wishes to reinstate into.
  2. The United Kingdom shall accept transfers from people who are not employed at any organization based on their experience.
    1. The Home Office shall oversee the transfer process of people wishing to transfer into the United Kingdom based on previous experience and liaise with the respective branch leader and branch leadership of the branch which the person wishes to enter.
  3. The United Kingdom shall accept transfers from employees of other organizations, which is further defined in Section 3 of the Foreign Affairs Act 2024.
  4. The United Kingdom shall accept transfers between branches.
    1. This process shall be overseen by the Home Office and the relevant branch leaderships, but in cases of transfers into the executive branch, the Cabinet Office shall oversee the process.
