EXPLANATORY NOTES
This bill establishes the Parliament of the United Kingdom and the House of Commons, House of Lords and parliamentary committees.

BILL
TO


establish the Parliament of the United Kingdom; to make provisions for the House of Commons and House of Lords; and for connected purposes.

BE IT ENACTED by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1     The Parliament of the United Kingdom

  1. The Parliament of the United Kingdom shall exist of the following houses:
    1. The House of Commons, formally referred to as "The Honourable the Commons of the United Kingdom of Great Britain and Northern Ireland in Parliament assembled".
    2. The House of Lords, formally referred to as "The Right Honourable the Lords Temporal of the United Kingdom of Great Britain and Northern Ireland in Parliament assembled".
  2. Employees of the United Kingdom may freely transfer between the two (2) houses if they qualify for membership of both and if their position is not bound to a specific house, but may not serve in both houses at the same time.

2     The House of Commons

  1. Members of the House of Commons shall be Members of Parliament (MPs), who shall hold an iC-designation of nine (9) to one (1).
    1. Members of Parliament may hold additional positions which, in accordance with law, shall alter their iC-designation, and shall be known as "frontbenchers".
    2. Members of Parliament who do not hold a specific position may be individually promoted or assigned an iC-designation between nine (9) and six (6) by the Leadership of the House of Commons, and shall be known as "backbenchers".
    3. Each member of Parliament shall be assigned a constituency.
  2. The leadership of the House of Commons shall consist of—
    1. the Speaker of the House of Commons (4iC);
    2. the Leader of the House of Commons;
    3. the Leader of the Opposition;
    4. the Clerk of the House of Commons (6iC);
    5. the Chief Whip (6iC);
    6. any member of Parliament who holds a position in The Majesty’s Most Loyal Opposition;
    7. any backbencher member of Parliament whose iC-designation is seven (7) or higher.
  3. Each position shall be assigned tasks and duties by the Speaker of the House of Commons and by statute law.
  4. The Speaker of the House of Commons and the Leader of the House of Commons shall be appointed by the Prime Minister, and the other positions in the Leadership of the House of Commons shall be appointed by the Speaker of the House of Commons unless otherwise determined by statute law.

3     The House of Lords

  1. Members of the House of Lords shall be Lords Temporal, who shall hold an iC-designation of nine (9) to two (2), and Lords Spiritual, who shall hold an iC-designation determined by their position on the Supreme Court.
    1. Lords Temporal may hold additional positions which, in accordance with law, shall alter their iC-designation, and shall be known as "frontbenchers".
    2. Lords Temporal who do not hold a specific position may be individually promoted or assigned an iC-designation between nine (9) and six (6) by the Leadership of the House of Commons, and shall be known as "backbenchers".
    3. Lords Temporal who do not hold an iC-designation shall not be counted as employees, but shall hold the powers and privileges of a member of the House of Lords, except where specified otherwise, and shall be known as "crossbenchers".
  2. The leadership of the House of Lords shall consist of—
    1. the Lord Speaker of the House of Lords (4iC);
    2. the Deputy Lord Speaker of the House of Lords (5iC);
    3. the Leader of the House of Lords;
    4. the Clerk of the House of Lords (6iC);
    5. any Lord Temporal who holds a position in The Majesty’s Most Loyal Opposition;
    6. any backbencher Lord Temporal whose iC-designation is seven (7) or higher.
  3. Each position shall be assigned tasks and duties by the Lord Speaker of the House of Lords and by statute law.
  4. The Lord Speaker of the House of Lords shall be appointed by the Head of State, the Leader of the House of Lords shall be appointed by the Prime Minister and the other positions in the Leadership of the House of Lords shall be appointed by the Lord Speaker of the House of Lords unless otherwise determined by statute law.
  5. Members may only hold a position in the House of Lords if they hold a peerage title in accordance with the Peerage and Honours Act 2024.
    1. This subsection shall not apply to justices of the Supreme Court who are ex officio members of the House of Lords as Lords Spiritual.
    2. This shall also apply to members of the Royal Family, who may take up seats in the House of Lords as Lords Temporal, but may hold no additional position, not vote on legislation or participate in the legislative processes of the House except for debates in such a capacity.

4     Parliamentary Committees

  1. Parliamentary Committees shall be bodies of the Parliament of the United Kingdom holding scrutinizing authority over specific portfolios related to The Majesty’s Government.
  2. The House of Commons shall have the following parliamentary committees, and they shall hold scrutiny over the listed ministerial departments, and its members, and legislation affecting their portfolio:
    1. The Public Administration Affairs Select Committee – the Cabinet Office;
    2. The Treasury Select Committee – HM Treasury;
    3. The Foreign Affairs Select Committee – the Foreign Office;
    4. Home Affairs Select Committee – the Home Office;
    5. Defense Select Committee – Ministry of Defence;
    6. Justice Select Committee – the Ministry of Justice;
    7. Media and Sport Select Committee – the Department for Media and Sport;
  3. The House of Lords shall have the following parliamentary committees, and they shall hold scrutiny over the listed ministerial departments, and its members, and legislation affecting their portfolio:
    1. The Constitution Committee – the Cabinet Office and the Ministry of Justice;
    2. The Economic Affairs Committee – HM Treasury, the Home Office and the Department of Media and Sport;
    3. The International Relations and Defence Committee – the Foreign Office and the Ministry of Defence;
  4. Parliamentary committees may be given broader portfolios as per the standing orders of the respective house.
  5. Parliamentary committees not established in law may be established by the speaker of the respective house by regulation.
  6. Parliamentary committees shall be led by a chair and deputized by a deputy chair, who shall be appointed by the speaker in the respective house.
    1. To be appointed to be the chair of a committee, one must be a backbencher of the respective house, with an iC-designation of seven (7) or higher, or a frontbencher who is not a member of the cabinet.
    2. To be appointed to be the deputy chair of a committee, one must be a backbencher of the House of Commons with an iC-designation of eight (8) or higher, or be a backbencher ranked 8iC or higher or a crossbencher of the House of Lords, or a frontbencher who is not a member of the cabinet.
  7. Members of Parliament and Lords Temporal and Spiritual, who do not hold a position in The Majesty’s Government, shall be entitled to membership in at least one (1), but no more than three (3) Parliamentary Committees.
  8. When there are low employment numbers as determined by the speakers of the respective houses, the following parliamentary committees shall exist in the respective houses:
    1. In the House of Commons, there shall be a Committee of the Whole House, chaired by a member appointed by the Speaker of the House and deputy-chaired by the Leader of the Opposition, whose portfolio shall encompass every minister of the crown and their policy areas, and membership shall consist of the full house.
    2. In the House of Lords, there shall be a Committee of the Whole House, chaired and deputy-chaired by a member appointed to do so by the Lord Speaker, whose portfolio shall encompass every minister of the crown and their policy areas, and membership shall consist of the full house.
