Foreign Affairs Act 2024
EXPLANATORY NOTES
This bill creates the Foreign Office and makes regulations for foreign relations, transfers and foreign sanctions.

BILL
TO


establish the Foreign Office; to make provisions for Foreign Affairs; to establish foreign relations, transfers and foreign sanctions; and for connected purposes.

BE IT ENACTED by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1     The Foreign Office

  1. There shall be a Foreign Office, which shall be a ministerial department, consisting of—
    1. the Secretary of State for Foreign Affairs (5iC);
    2. the Minister of State for Foreign Affairs (6iC);
    3. the Parliamentary Under-Secretary of State (Minister for Olympics) (7iC);
  2. The Foreign Office shall be responsible for—
    1. representing the United Kingdom to the Habbo floor;
    2. overseeing, managing and creating alliances, treaties and partnerships;
    3. collaborating with the Department for Culture on events and engagement with the wider Habbo community;
    4. discharging any other duties assigned by the Prime Minister or by statute law.

2     Foreign Relations

  1. There shall exist different types of foreign relationships agreements between the United Kingdom and other organizations, in the given tiers:
    1. Alliance agreement
    2. Treaty
    3. Partnership agreement
  2. The Secretary of State for Foreign Affairs may by regulations establish requirements for each of the tiers of relationship agreements.
  3. The Secretary may by order with approval of the House of Commons establish a relationship agreement with an organization, if—
    1. the organization meets the prescribed requirements for a foreign relationship agreement; and
    2. the Foreign Office and the organization consent to the terms set forth in the relationship agreement.
  4. The Secretary may by order with approval of the House of Commons amend an existing relationship agreement, if such amendment has been accepted by the organization in question.
  5. The Secretary may by regulations with approval of the House of Commons pertaining to mergers of other organizations into the United Kingdom.
    1. Whenever a merger is proposed, the Foreign Office must prepare a report for the House of Commons which must include—
      1. the reason(s) for why the merger is being offered;
      2. a risk assessment of the organization by the Ministry of Defence;
      3. an anticipation of the numbers of transfers from the organization;
      4. an assessment on the merger’s impact on the Habbo organization floor;
    2. A merger may include special rules for employment, which may differ from the transfer requirements following section 3 of this Act, but such requirements must clearly be stated.

3     Transfers

  1. Transfers from employees of Habbo organizations shall be regulated in this section, and shall be overseen and managed by the Foreign Office.
  2. Any employee from a Habbo organization shall be eligible to transfer if they—
    1. have been employed at the organization for two (2) weeks or longer;
    2. are not otherwise prohibited to transfer as per statute law.
  3. Any transferee, in order to complete a transfer, must—
    1. pass the ECATs for basic training, sentry training and duty desk; and
    2. pass the branch interview for the branch they wish to join;

4     Foreign Sanctions

  1. The United Kingdom shall have a National Punishment list, which shall be a list of groups and people who have been sanctioned by the United Kingdom.
    1. People or members of groups on the national punishment list may not be employed at the United Kingdom or any organization the United Kingdom has a relationship agreement with.
  2. A person or group may be added to the National Punishment list by the Secretary of State for Foreign Affairs if the person or group is added to the Ban on Sight list or if the person or group has acted against the United Kingdom’s interests in the wider habbo community as determined by the Foreign Office.
  3. A person or group may be removed from the National Punishment list by the Secretary or by pardon or appeal.

5     Amendments

  1. The Prime Minister may by order amend section 1 of this Act.
  2. The Secretary of State for Foreign Affairs may by order with approval of the House of Commons amend sections 2–4 of this Act
