EXPLANATORY NOTES
This bill establishes the Home Office and the Security Service (Military Intelligence 5), and makes provisions for low ranks and their training, education and progression.

TO


establish the Home Office; to establish the Security Service; to establish Low Ranks and their training, education and progression; to make provisions for Home Affairs; and for connected purposes.

BE IT ENACTED by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1     The Home Office

  1. There shall be a Home Office, which shall be a ministerial department, consisting of—
    1. the Secretary of State for Home Affairs (5iC);
    2. the Minister of State for Home Affairs (6iC);
  2. The Home Office shall be responsible for—
    1. holistically managing and organizing the Security Service;
    2. establishing and maintaining programs and policies relating to employee retention;
    3. providing quarterly reports on staffing, future projections and strategies for retention;
    4. advising the Prime Minister on all staffing and retention matters;
    5. being the Prime Minister’s liaison to the Security Service;
    6. discharging any other duties assigned by the Prime Minister or by statute law.

2     The Security Service

  1. The Security Service, also known as Military Intelligence Section 5 (MI5), shall be an entity within the Home Office, but shall not count as part of The Majesty’s Government.
  2. The Security Service shall comprise of—
    1. the Director General of MI5 (5iC);
    2. the Deputy Director General of MI5 (6iC);
    3. the Personell Director (7iC);
    4. the Strategy Director (7iC);
    5. the Education Director (7iC);
    6. two (2) Strategic Agents (8iC);
    7. four (4) Education Officers (8iC);
    8. two (2) Field Ops Officers (8iC);
    9. ten (10) Agents (9iC);
  3. Each member of the Security Service shall be responsible for the completion of tasks and other duties assigned by the Secretary of State for Home Affairs, or where required by law.
  4. Any position with an iC-designation of seven (7) or above shall be considered as part of the MI5 Leadership.
  5. The Security Service shall be responsible for—
    1. recruiting at the lowest level;
    2. creating educational resources in coordination with the Security Service;
    3. the development, progress, staffing and status of the Security Service within the United Kingdom;
    4. the conduct, education, progression and value of all Low Ranks
    5. training, teaching and promoting recruits;
    6. representing the interests of Low Ranks in the United Kingdom;
  6. The members of the Security Service shall wear a uniform as determined by the Secretary of State for Home Affairs.

3     The Security Service: Low Ranks Division

  1. Low Ranks, which shall be counted as members of the Security Service, shall hold the following ranks and progress in the given order:
    1. Constable
    2. Sergeant
    3. Chief Inspector
    4. Superintendent
    5. Commander
  2. Low Ranks shall wear a uniform as determined by the Secretary of State for Home Affairs in conjunction with the Director General of the MI5.
  3. Low Ranks shall be considered employees, but shall only be referred to in law as Low Ranks, and shall not hold an iC-designation.

4     Education, Certification And Training (ECAT) Sessions

  1. The Security Service shall provide low ranks and employees with ECAT sessions, which shall educate, certify and train them on aspects of the United Kingdom.
    1. The Security Service leadership may establish ECATs on its own initiative.
  2. ECATs may contain a test or quiz at the end, which must be passed, in order for the ECAT to be issued.
    1. ECATs shall be logged on the website whether the person passed or failed, and shall be logged on the low rank’s or employee’s employee database.

5     Low Ranks: Promotion

  1. Members of the Security Service and employees with an iC-designation of seven (7) or higher in the United Kingdom may promote Low Ranks.
    1. Each member of the Security Service holding an iC-designation of nine to eight (9–8) and every employee holding an iC-designation of seven (7) or higher must have a promo-tag in order to promote low ranks.
  2. The Home Office, in conjunction with the Security Service leadership, shall establish a procedure to be followed for Low Rank promotions.

6     Training Kick on Sight List

  1. The United Kingdom shall have a Training Kick on Sight list, which shall be a list of people who may not receive ECATs in the United Kingdom.
  2. A person may be added to or removed from the list by the Secretary of State for Home Affairs and the Director General of the MI5 acting in concert.
  3. A person may also be removed by a successful appeal on the matter.

7     Amendments

  1. The Prime Minister may by order amend section 1 of this Act.
  2. The Secretary of State for Home Affairs may by order with approval of the House of Commons amend sections 2–6 of this Act.
